攜手扶弱基金-促進貧窮兒童平等發展機會計劃

畢馬威會計師事務所 (KPMG) 香港社區組織協會公佈九月一日啟動由畢馬威會計師事務所及社會福利署「攜手扶弱基金」贊助的「促進貧窮兒童平等發展機會計劃」 ,畢馬威及社署各贊助48萬,共96萬,攜手為貧窮兒童創造平等發展機會,以脫離板房及貧窮。 現時本港有378,500個18歲以下兒童生活在貧窮線下,其中二萬多居住板房,這些兒童的家庭經濟困難,家庭問題亦較多,例如: 暴力、單親等,過千兒童更要兼工或拾荒幫補家計,加上社會貧富懸殊,貧窮兒童在資源匱乏的家庭背景下,難以追上社會步伐及要求,難以脫貧,需要特別支援。 「促進貧窮兒童平等發展機會計劃」目的是全面支援零至18歲貧窮及板房兒童在生理、心理、精神、學習及社交等方面的發展,讓貧窮兒童不受家庭貧困及問題影響,促進他們享有平等發展機會。計劃包含:公司及個人兒童啟蒙天使計劃、社區學習中心、兒童權利發展基金及畢馬威60週年獎學金四部份。 公司及個人兒童啟蒙天使計劃是指透過畢馬威會計師事務所及社會個人義工,以整個公司對一班兒童及一個義工對一個兒童的形式,啟蒙貧窮兒童成長,提供生活及學習資源及指導,定期戶外及戶內輔導性團體或社交活動,擴闊生活眼界,提升貧窮兒童質素及融入社會能力。 社區學習中心為貧窮及板房兒童提供學習資源及指導,設置上網電腦、圖書閣等,招募義工為貧窮兒童提供免費學習班,針對貧窮兒童及其家長特性提供成長及親子訓練課程。 兒童權利發展基金在經濟及物資上支援貧窮兒童解決生活困難,並善用基金聘用貧困家長或青年為貧困兒童提供學習輔導或家居維修及搬遷服務,令一份基金幫助兩種困難人士,增加家庭收入,令貧童也受惠。 畢馬威60週年獎學金是補貼升上大學的貧窮學生,令貧窮學生不用借貸學習及生活,每年贊助兩萬元,三年六萬元,每年更可選擇在畢馬威實習賺取額外津貼,一共三個名額。 香港社區組織協會表示畢馬威自2003年與該會合作服務關注貧窮兒童,一直以貧窮兒童需要為本,盡心盡力為貧窮童提供服務及資源,其員工以志願形式參與社會服務,其關懷與愛護帶給貧窮兒童愛與尊重的信息,為貧窮兒童建立正面人生觀,是貧窮兒童心中的愛心天使及好朋友。由於貧窮惡化,畢馬威全面投放資源人力務求帶領貧窮兒童脫離板房及貧窮的困境,香港社區組織協會讚許畢馬威勇於承擔企業社會責任及具關懷社會弱勢的精神,是商界的榜樣,同時多謝畢馬威及社署的贊助,期盼社會更多有心人參與扶貧,政府制定全面扶貧政策。 |

(Child Mentorship Scheme)
香港社區組織協會(社協)簡介
社協是一個非牟利的社會服務機構,成立於一九七二年,經費主要來自外國教會、香港公益金及個人捐贈。
三十多年來,我們目睹香港社會的發展及經濟成長,但在工作接觸中,我們仍深深感受到低下層市民的困苦。他們默默工作,為口奔馳,卻仍未能有尊嚴地生活,也未能分享社會發展的成果。繁榮背後,隱藏不少被遺忘的社群:居住環境惡劣擠迫的籠屋居民、租住殘破失修的私樓租客、獨居老人、舊型公屋居民、新移民、貧窮兒童、露宿者、低薪工人、聲音微弱的普羅市民……等等。他們多年來一直是社協的服務對象。
我們深信人人都應有平等的權利,而均等的發展機會及一個社會資源合理分配的制度是保障市民權利的基礎。多年來,我們透過社區組織及社會行動的方法,組織團結基層市民,爭取改善民生政策及提昇生活質素。
我們工作的背後只有一個簡樸的信念:建立一個仁愛、平等及公義的社會。
兒童權利工作計劃
計劃背景
近年香港貧富縣殊的情況日益惡化,基層每天面對生活困境,最受影響的是小孩子的生活質素及發展機會,兒童成了貧窮率最高的組群。在這日新月異的富裕社會,我們看到三十多萬小孩子掙扎求存,二萬多蝸居籠屋板房,他們要在床上做功課,要撿紙皮為生。
社協於2003年以聯合國《兒童權利公約》的理念:「每一個兒童均享有權利,不因其種族、膚色、性別、語言、宗教、政治、或其他見解、民族、族裔或社會出身、財產、傷殘、出生或其他身份而有任何差別。」在政策倡議、組織、服務及社會參與幾個層面,協助貧窮兒童改善生活及爭取發展機會。
服務方式
1.政策倡議及行動方面:倡議制定兒童發展政策,委任兒童專員,在教育、房屋、福利及健康等方面支援貧窮兒童的健康成長。
2. 組織:社協社工外展舊區探訪貧窮兒童,提供服務及培育兒童,發掘潛能及提升權利意識。
3. 服務及社會參與:
3.1 兒童啟蒙天使計劃 - 招募義工以一對一形式為貧困兒童提供學習、社交及資源方面的援助。
社協於2003年8月開展該計劃,現有150名來自不同專業的啟蒙天使為150名貧窮兒童提供至少一年義務支援,引領兒童認識社會資源,跟進社會步伐,提升學習及處事能力。不少受惠兒童因而改進學習能力,提高自信心及擴闊生活眼界,最重要是體驗社會的關懷。
3.2 社區學習中心 - 招募義工為貧困兒童提供免費功課輔導及開辦興趣班
社協於2000年開始在深水?開設社區學習中心為貧困兒童提供免費學習班及借用學習用品,中心每天開放,有過百義工長期支援,每年支援過千貧困兒童為他們增進學習機會及發掘他們的才能。
3.3 商界展關懷---畢馬威會計師事務所(KPMG)協助貧困兒童全人發展計劃
2003年中旬,KPMG從報章報導了解社協協助貧窮兒童的工作,主動聯絡本會提出協助這些兒童的計劃。過去一年,KPMG全體員工出錢出力為過千貧困兒童提供一連串精彩的戶外活動,並關注兒童日常生活上的困難,例如:在炎夏捐贈冷風機,資助租住板房的兒童繳付租金按金,捐贈物資等。 去年聖誕節,為近四百兒童帶來驚喜的聖誕禮物。他們的關懷及投入,為貧困的孩子帶來無限歡笑及溫暖,亦提升兒童的生活質素。
3.4 兒童扶貧基金 - 透過個人或團體捐款或捐贈物資,為貧困兒童提供緊急生活救濟、家居物資及戶外活動機會。
計劃會透過義務啟蒙天使(義工)以個別輔導形式,與赤貧兒童建立緊密關係,藉介紹社區資源及運用其個人資源,協助赤貧兒童處理學習及生活各方面的需要。主要工作包括:
計劃暫定為期一年,每半年進行檢討一次,若義工有興趣,亦可長期與兒童建立朋輩關係。
此外,計劃亦鼓勵義工捐助予個別赤貧兒童,長遠或可發展為「兒童權利基金」(Empowering the Children Fund),由社協統籌將金錢捐助予個別貧窮家庭的兒童,應付他們在學習上一些基本支出,資助培訓兒童權利大使。

Introduction to
Society for Community Organization(SoCO)
SoCO is a non-profitable welfare organization which was set up in 1972. Its funding comes from overseas churches, the Hong Kong Community Chest and donations from individuals.
For more than 32 years, we in SoCO have witnessed the various changing faces of Hong Kong's social and economic transformation. During our daily work, we deeply feel the hardship faced by those from the poorest levels of our community. People who worked quietly over the past decades and survived by living from hand to mouth and yet, they now neither live with dignity nor share the fruits of economic development. Under the surface of prosperity lives a community that has fallen into oblivion. In cramped and crowded cages and dilapidated private tenements are found, lonely old people, residents in old public housing estates, new immigrants, children living in poverty, street-sleepers, low-paid workers, and common people whose voices are not heard. They have long been the targets for our service.
We firmly believe that every one should have the same rights. We are also convinced that an equal chance of development and a system which reasonably allocates social resources is the basis for protecting citizen's rights. For many years, we have organized people at the grassroots level through community organization and social action to fight for policy change and a decent living standard.
Behind our work lies a simple belief : to establish a society in which
human dignity is respected and social justice is upheld.
Introduction to Children Rights Project
Facing the widening disparity between rich and poor in Hong Kong, the poor struggle each day to survive. Living standards and development opportunities for their children are sadly compromised. There are more than 350,000 children living in poverty. Among these, some 20,000 children are living in extremely deprived conditions in cubicles and bedspace apartments. They have to do their homework on their beds and earn their living at night collecting discarded paper, cartons and tins, in the centre of affluent Hong Kong. In the spirit of the United Nations Convention on the Rights of the Child that "each child has his or her own rights irrespective of the child's race, colour, sex, language, religion, political or other opinion, national, ethnic or social origin, property, disability, birth or other status", SoCo has focused on the task of improving life for children since 2003 through:
1. Policy initiation
SoCO advocates the formulation of policies for children and the appointment
of a commissioner for children's affairs to support the growth and development
of disadvantaged children in terms of education, housing, social welfare and
health care.
2. Organization
Outreach social workers from SoCO visit disadvantaged children in suburban
areas to explore children's potential and raise awareness of their rights.
3.1 Child Mentorship Scheme
Mentoring children through tutorials, social contact and community resources on a one to one basis.
SoCO launched this Scheme in August 2003 and currently has 150 mentors from various professions mentoring 150 children for a period of not less than one year. Mentors enlighten the children by introducing them to community resources, raising their learning and problem-solving skills, boosting their self-confidence and broadening their horizons.
3.2 Community Learning Centre
Providing children with study support and offering interest classes.
SoCO opened a community learning centre in Sham Shui Po in 2000. With
the long-term commitment of over 100 volunteers, the centre is open seven
days a week. Disadvantaged children can enrol in study groups and borrow study
materials free of charge. The learning centre supports over 1,000 disadvantaged
children every year.
3.3 Caring Company --- KPMG in support of all-round development of disadvantaged children
KPMG came to know SoCO in mid-2003 through the media and offered to assist in SoCO's initiatives to help disadvantaged children. Over the past year, KPMG people have contributed time, resources and effort to the well-being of over 1,000 disadvantaged children. KPMG organizes outdoor activities for the children, donates air-cooling units to families during the hot summer, and subsidizes rental and deposit payments for children living in cubicles. About 400 children received gifts from KPMG last Christmas. Thanks to the commitment and support of KPMG, children are now leading a better and happier life.
3.4 Empowering Children Fund
Seeking donations in cash or in kind, the Fund provides emergency financial aid, household resources and outdoor activities for disadvantaged children.
Goals of the Project
1. To provide community resources for children living in urban slums.
2. To improve the children's living condition and quality of life.
3. To advocate for the conception of children's rights in different government
policies.
Action Plan
There are mainly two levels of interventions for the improvement of the children's condition. On the level of policy advocacy, SoCO reviews the respective government policies and organized the affected children to fight for their rights, such as call for rental allowance, shorter waiting time for public rental housing, children subsidy. Meanwhile, SoCO will mobilize the general public to provide direct services in their daily lives.
If you would like to help these children, we invite you to take the following actions:
1. Make donation to the children --- Empowering the Children Fund (please refer to Form I)
2. Be a mentor for the children (please refer to Form II)
3. Be a teacher in the learning centre (please refer to Form III)

As the children come from the low-income families or families living on social security, their financial resources are definitely insufficient for their basic standard of living. In view of this, a donation fund, named Empowering the Children Fund, will be established. The donation can be assigned to the specified children or to the children-in-need assessed by the social worker.
You can make donations to them by money or even provide resources directly, such as computer, reference books, electric appliances (fan, refrigerator), stationery, camera etc,.
2. Be a mentor for the children (please refer to Form II)
If you can spend more time with the children, you can join the Child Mentorship Scheme (CMS). The Scheme, which will last for at least one year, aims at providing community resources and the enlightenment from the mentors. One volunteer (mentor) will be paired up with one child aged between 6 and 18 to facilitate better conditions for the child development by the following means:
" Regular home visits or contacts (at least once per week)
- e.g. tutorials, emotional support, introducing community resources, etc,.
" Outdoor activities - e.g. recreational activities, countryside
walk, visit museums, etc,. (certain mass programmes will be directly organized
by SoCO)
" Other useful activities which are suitable for their life exposure
and growth.

During the process, a continuous evaluation and reflection will be conducted on a regular basis. Quarterly meeting will be held to exchange mentors' opinions. Moreover, mentors are advised to report to the social workers whenever they observe there are any presenting difficulties and needs from the children and their families.

3. Be a teacher in the learning centre (please refer to Form III)
You can be a teacher to educate the children at the learning center. With reference their academic performance, subjects like English and Computer are the most recommended. Moreover, other classes like drawing, painting or playing music are also preferred.
