Transitional Housing Guesthouses Project 2025-2027

Program Details:
Under the government’s subsidy program, SoCO lease guesthouse facilities for two years to serve as transitional housing, renting out rooms to residents at below-market rates. Currently, the guesthouse units leased by SoCO are primarily located in the Yau Ma Tei, Tsim Sha Tsui, and Mong Kok areas.
Program Objectives:
To improve residents’ quality of life in their housing, assist them in planning for their long-term housing needs, enhance their employability, strengthen community support networks, and help them integrate into and contribute to society.
Eligibility:
Category A Applicants: One- or two-person households having been waiting for traditional public rental housing (PRH) for not less than 3 years;
Category B Applicants: One- or two-person households that have been on the public housing waiting list for less than three years (including those not on the waiting list), but who live in substandard housing or have urgent housing needs
Number of Units: 68
Lease Term: Minimum initial lease term of 1 year; renewal arrangements to be negotiated with tenants after move-in
Rent (including electricity and water charges):
Studio Units:
Deposit: $1,260; Monthly Rent: $2,520
2-person units:
Non-CSSA recipients: Security deposit $1,780, monthly rent $3,560;
CSSA recipients: Security deposit $2,225, monthly rent $4,450

Applicants may submit their application forms using one of the following methods:
- By the online platform of “TH-E – Central and Unified platform for Transitional Housing”, or
- By post to the “Task Force on Transitional Housing, Housing Bureau, P.O. Box 183, General Post Office”, or
- By fax to 3565 4382
- By email to thapp@hb.gov.hk , or
- Deposit in the collection box in Hong Kong Authority Customer Service Centre or Housing Department Cash Allowance Offices. No supporting documents need to be attached when submitting this application form. Upon receipt of the application form, the Housing Bureau will forward it to the relevant project operator for processing. At that time, the applicant must provide the supporting documentation and declaration to the project operator in accordance with the “List of Supporting Documents” (see Part 6 of the application form).
The Housing Bureau’s Task Force on Transitional Housing is solely responsible for the application process. If necessary, please contact the Task Force directly.
